Builders have lost their nerve, and the numbers say why

US builder confidence fell to 29 in October, the lowest since June 2012. A record share for this period, 43 percent of builders, cut prices, and buyer traffic hit its lowest level since April 2012 outside the pandemic.

American homebuilders are as gloomy as they have been in more than a decade. The NAHB housing market index fell three points to 29 in October, its lowest reading since June 2012. The index runs from 0 to 100, and builders have now spent a long stretch deep in the pessimistic half of it.

The detail underneath is worse than the headline. Some 43 percent of builders cut prices in October, the highest share in the period since 2020, with an average cut of 6 percent. Buyer traffic fell to 18, its lowest since April 2012 outside the onset of the pandemic. Builders are not waiting for demand to come back. They are discounting to go and find it.

The cause is no mystery, and the NAHB data points straight at it: mortgage rates well above 7 percent. At those rates the monthly payment, not the sticker price, decides whether a family can buy, and a 6 percent cut on the price only chips at a payment problem that size. That is why price cuts and record gloom are arriving together rather than one fixing the other.

Housing is one of the cleanest reads on where US interest rates bite first, which is what lifts a trade survey into a market story. Until borrowing costs fall, the country's builders are selling at a discount into empty show homes, and the October numbers say October was the month the discounting stopped being a tactic and became the business model.
